Community Based Rehabilitation (CBR) is a strategy within general community development which aims to deliver rehabilitation services in less developed countries. CBR programs see the need to change attitudes and behavior and promote social inclusion, to make services accessible and remove barriers to equalization of opportunities.

CBR was implemented by Care Society during the year 2002 with the assistance from UNICEF. The project started at two atolls namely, Gaafu Dhaalu Thinadhoo and Seenu Hithadhoo. Two centres were established in these two islands solely providing services for Persons with Disabilities and the empowerment of the whole community at large.

CBR projects were later funded and assisted by Handicap International (HI), and once HI exited Care Society approached Fida International for the external funding for the projects. CBR was extended to another three islands as well.

In year 2015, CBR projects were evaluated in all the islands and it was decided that such a strategy needs to exist within the island communities for the empowerment of Persons with Disabilities.
